The Training Technician position is located in the Department of Veteran Affairs (VA), Veterans Health Administration (VHA), Veterans Integrated Service Network (VISN) 1, VA Maine Healthcare System's (VAMC) Medical Center Education Department, under the general supervision of the Associate Director for Patient and Nursing Services (ADPNS), and the direct supervision of the Chief of Education. This position serves as the VA Talent Management System (TMS) Domain/Learning Administrator.
Duties

Duties will include, but may not be limited to the following:
Serves as the primary contact and advocate for Talent Management System (TMS)
Ensures that all educational courses and requirements are consistent with VA policy, meet educational standards and mandate remain current and are trackable within the Talent Management System (TMS) database.
Helps develop educational needs plan, prepares and updates web-based and instructor led training schedules and edits and formats educational material.
Ensures all new paid employees are entered into Talent Management System (TMS) and with appropriate Learning Account creation.
Assigns and manages VA Talent Management System (TMS) Administrator accounts for the VA Maine Healthcare System.
Conducts training via face to face, conference calls/web meetings; or arranges for training for all site/service line Talent Management System (TMS) Administrators.
Assign appropriate level of Talent Management System (TMS) Administrator access.
Works with the VA national TMS Help Desk staff to resolve any issues that arise.
Develops recommendations for course revisions.
Ensures local training items remain current.
Troubleshoot uncomplicated and complex problems within the VAMC employee interface with the National TMS.
Providing specific instructions and guidance with initial logon, unlocking accounts, resetting passwords, explaining drop down menus, explaining default settings, and guiding employees through the special selection procedures for identifying and selecting the appropriate version mandatory Privacy Awareness training.
Develop and present Train-the Trainer programs.
Guide contractors, WOC's and volunteers through the access process to complete preemployment courses for Information Security Awareness and Privacy Awareness Training.
Monitors Federal and local educational mandates and directives and the training measures offer complete compliance.
Develops information for insertion I the NEO Training manual.
Serves as the Education Service representative at meetings and handles all follow up actions emerging from the meetings.
Performs other related duties assigned.
Work Schedule: Monday - Friday, 7:30 am - 4:00 pm

Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
SPECIALIZED EXPERIENCE: One year of specialized experience equivalent to the GS-06 grade level in Federal service that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of this position. Qualifying specialized experience includes utilizing electronic training programs and tracking systems; conducting training via face to face, conference calls/web meetings; serving as the point of contact for questions/concerns on education and training courses; developing training and recommending course revisions; performing statistical data collection and analysis to generate reports. IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily preformed in an office setting which includes sitting, standing, walking, and operating a computer. The work is most sedentary. No special physical demands are required to perform the work. Travel my be required between sites.
