The primary purpose of this position is to provide Technical Order Management support by standardizing, streamlining, issuing procedures and guidance and executing technical data operations functions including technical order editorial support for managed weapon systems

Duties

Performs technical and administrative team lead duties over primarily employees on a regular and recurring basis for 25% or more of the time over subordinate positions predominantly classifiable in the General Administration, Clerical, and Office Services Group at the journey level or higher by identifying, distributing, assigning and balancing workload and tasks amongst employees by skill level, proficiency and/or occupational specialization, making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of subordinate work assignments. Consistently exercises independent judgment in directing and assigning work amongst employees by using determinative factors such as team members' expertise, experience, competence, workload availability, work priorities and team member functional development. Analyzes and evaluates various industrial processes and procedures and provides recommendations to resolve substantive issues of effectiveness and productivity of work operations. Represents the organization with a variety of installation and functional area organizations.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in performing work that uses: extensive knowledge of organizational concepts, principles, and practices as related to the requirements for performance-based logistics, acquisition., supply maintenance, procurement procedures, manufacturing, strategic sourcing, and other support areas and extensive knowledge and skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of the program and/or strategic sourcing. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Ability to plan, organize, lead functions, mentor and motivate the staff of an organization. 2. Extensive knowledge and skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of the program and/or strategic sourcing. 3. Master knowledge of overall missions, functions, and organization of the agency or component. Ability to apply the knowledge to evaluate current organizational strategies and performance. 4. Extensive knowledge of organizational concepts, principles, and practices as related to the requirements for performance-based logistics, acquisition., supply maintenance, procurement procedures, manufacturing, strategic sourcing, and other support areas. 5. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with accuracy, and maintain good working relations with all individuals and organizations. 6. Ability to work with, lead, and manage various groups or individuals to resolve difficult problems/situations as related to organizational issues. Ability to understand and deploy lean concepts in problem resolution. 7. Skill in interpreting and applying complex DOD, USAF, AFMC, and AFSC regulations, methods, operating procedures, and policies, as well as developing methods and operating procedures as required. 8. Ability to utilize AoP concepts and initiatives to plan, organize, and direct the functions and staff of an organization. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
