This position is a Management and Program Analyst in the Program Management (PM) Division within the Office of CI (OCI). This position provides planning, programming, training, and research, in support of the Counterintelligence and Insider Threat Program.
Duties
As a MANAGEMENT AND PROGRAM ANALYST you will be responsible for the following duties:
Serves as a Program Analyst collecting, analyzing, and using a variety of information (resources,, policy, training, and strategy) to to reach a consensus of understanding and collaboratively align programs with existing or proposed policies, regulations, directives and instructions for successful program execution.
Synchronizes actions in support of long-range operations, readiness, structure and transformation. This includes supporting training, performance management, policy, intelligence oversight, and other key programmatic areas.
Manages a diverse number of concurrent projects and programs, to include training, performance management, policy, intelligence oversight, and other key programmatic areas.
Serve as a Contracting Officer's Representative for service and equipment procurement contracts.
Assist in administration of contracts, establishing procurement and contract goals, objectives and data collection systems for the Division and CI Program.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-12 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience.
Specialized experience for this position includes: Sound, extremely broad experience and knowledge of technical and operational issues relating to CI and insider threat as well as familiarity with security, information security and assurance, critical infrastructure protection and risk management as they relate to DOD and its components. Knowledge of acquisition policies, regulations and guidelines and knowledge related to the development of life cycle cost analyses, evaluation of projects or performing cost and benefits benefit analysis.
