Duties

This Executive Assistant position is located Security Operations (SO), Compliance (COMP), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Initiates, tracks, and follows up on cases and actions of the Regional Operations Center, office projects, analytical research and other activities as involved; will include activities directly with high level officials of both TSA and other organizations. Review correspondence for Regional Office Director signature to ensure compliance with TSA policies. Develops, establishes, coordinates, and maintains office management information to include the use of several different tracking to report to top-level management. Work independently with a high degree of tact and diplomacy to carry out special assignments requiring comprehensive knowledge of TSA's mission. Coordinate activities with other airport administrative offices, TSA offices, and other Federal agencies on projects. Coordinates distribution of information or materials with external entities. Coordinates meetings, seminars, conference logistics with aviation partners and contacts both domestic and internationally. Conduct research and analysis on a wide range of subjects and prepare reports or presentations summarizing incorporation of the findings and conclusions. Analyze internal office workflow and establish procedures to improve effectiveness and efficiency of operations. Clarifying and communicating project or program deliverables; and monitors project milestones to ensure activities are on track to meet specified outcomes as well as assisting team members with planning and coordinating domestic and international travel, cross organizational projects and teams; helping guide direction of desired outcomes and ensures projects align with DHS and TSA goals, objectives, and priorities. Manages planning, budgeting, execution, control, and evaluation activities for a variety of programs in terms of major funding. Establishes methodology and procedures for compiling, consolidating, reviewing, analyzing, tracking and editing the program work requirements, budgets, and related documentation necessary to develop plans covering TSA requirements. Develops improved budget methods, procedures, formats and justification used in controlling program authority and funding. Review analysis of estimates and resolution of differences with operating personnel; consolidation of estimates; preparation of program budget narrative justification, preparation of reclaims including impact statements; and performance of continuous reprogramming. Actively participates in staff and/or management level meetings and discussions pertaining to the activities encompassed in the administrative and management functions of the directorate. Regularly works with co-workers, management officials, other government agencies/organizations, and private industry. Attends meetings with other higher officials, stakeholders, and representatives to exchange information and discuss and resolve or participate in resolution of financial management problems and conflicts as the representative of the organization with authority to make binding decisions and commitments. Performs other duties as assigned. Maintains office records (both electronic and paper) to inquiries, staff actions, briefings and other formal related administrative requests to ensure the information is easily retrieved and formatted for similar requests. Consolidates and maintains program data in Excel spreadsheets. Points out potential discrepancies and independently researches apparent causes of these discrepancies. Performs analyses of compliance activities. The major duties described above reflect the full performance level of this position. Typically, the lower pay band (G Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

Qualifications

To qualify for the SV-G Pay Band (equivalent to GS-11), you must have one year of specialized experience at the SV-F or GS-9 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Experience in performing a variety of administrative tasks, including receiving callers/visitors, scheduling appointments, managing calendars and making travel arrangements; and Experience in reviewing, and preparing written correspondence; and Experience in providing data and materials to assist in the development of briefings, papers, reports and presentations. OR Achievement of a Ph.D. or equivalent doctoral degree in a field of study which is in or directly related to this position. OR Three full years of progressively higher level graduate education leading to such a degree. OR LL.M., if related. OR Combining Education and Experience: Combinations of successfully completed graduate level education, beyond the second year, and experience may be used to meet total qualification requirements for this position, and may be computed by first determining your total qualifying experience as a percentage of the experience required for the band level; then determining your education as a percentage of the education required for the band level; and then adding the two percentages. The total percentages must equal at least 100 percent. To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience at the SV-G or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Performing a wide range of administrative servicing for senior officials to include providing coordination of calendars, projects, executive communications, meetings and special events; and Preparing complex and detailed global travel plans, itineraries, agendas and expense reports; abilities to successfully perform the duties of the position; and Experience in analyzing and researching various data in order summarize information for briefings, papers, reports, presentations; and Serving as principal administrative contact and liaison with internal and external contacts. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
