This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH).
About the Position: This Management Analyst position is assigned to the Program Executive Office, Command Control Communications-Tactical Network (PEO C3T), PMO TACTICAL RADIOS (6LE) OPERATIONS DIVISION Located in ABERDEEN PROVING GROUND APG, MD.
Duties
Performs qualitative and quantitative research and applies data collection techniques to identify data trends in order to recommend changes in operating procedure and to provide advice to supervisor.
Compiles data/statistics for various program reports and may consolidate reports for the program.
Conducts special studies and projects as directed by supervisor, such as utilization of personnel, sick and annual leave use, etc.
Provide information and reports to leadership regarding personnel status, continuous learning, Visitor Access Request, and Clearance verification and validation.
Identifies deficiencies, excesses, trends, imbalances, etc. Conducts and/or assists in conducting meetings and briefings.
Requirements

- One year trial/probationary period may be required.

- This position requires the incumbent to maintain a Secret Security Clearance.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirement for Practitioner certification in PROGRAM MANAGEMENT within 60 months of entrance on duty.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- The NH-02 pay band encompasses grades GS-05 step 01 through GS-11 step 10.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as performing ALL of the following duties: 1) Assisting with administrative support and advisory functions such as security, training, budget, OR civilian personnel matters; 2) Analyzing program data to prepare reports. AND 3) Applying program requirements to ensure regulatory compliance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS7).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with a major study in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
