Duties
Responsible for performing non-engineering analyst duties that support multiple Installation Management Divisions and programs, including --
-- Military Construction (MILCON), Sustainment, Restoration, and Modernization (SRM), Property And Real Estate, EBS, and Energy Resource Management.
Provides Real Property (RP) Systems Application Process (SAP) application support for Real Estate, General Equipment, Internal Use Software, Plant Maintenance, Project Systems, and Records Management.
Responsible for managing program resources, developing program performance metrics, tracking program milestones and suspense, updating policies, job aids and training material.
Provides day to day support and management of task as well as providing group and desk-side training to all users and senior level staff.
Complete and review reports, analyze trends, timeliness of processing actions, status of actions and identify discrepancies or deficiencies.
Analyzes management information requirements to develop program or administrative reporting systems including the systems specifications, data gathering and analytical techniques and systems evaluation methodology.

Qualifications
To qualify for a Management Analyst your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicant must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including minimum qualifications and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
GS-12:
Performing operational administrative management, project management execution and conducting comprehensive analyses that require complete assessment of interrelated issues and tasks.
Performing a wide range of qualitative and quantitative analytical and evaluation methods and techniques to identify, analyze, evaluate, and advise on complex problems and initiatives.
GS-13:
Demonstrated experience applying a wide range of qualitative and quantitative methods for the assessment and improvement of complex management processes or systems.
Identifying, evaluate and troubleshoot and administrative processes affecting the quality and quantity of services provided to independently isolate and define previously unknown conditions.
Analyzing processes, interprets requirements, manages and tracks output, to determine cause and solution, with recommendations generating significant changes to administrative aspects of programs and business practices.
Knowledge of a wide range of administrative laws, policies, regulations, and precedence applicable to the administration of public programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
