Duties
As a PROGRAM ANALYST at the NH-0343-4 some of your typical work assignments may include:
The purpose of the work is to measure and evaluate international program accomplishments, effectiveness, and/or compliance with DoD/Agency rules and regulations. Develops, interprets, and/or refines, integrates and implements organizational focus and key policy and procedures for vital programs affecting the agency with long-term impact on large numbers of people regarding resource management and control of financial resources. Develops detailed financial/budget plans and undertakes comprehensive management studies for resource allocation, methods and procedures to identify problems, and propose solutions to gain efficiencies. Boundaries of studies are extremely broad and difficult to determine in advance.
Leads information management studies for the Directorate dealing with functions that are complex and extensively interrelated. Develops new administration methods, approaches, and evaluation criteria that serve as a precedent for others. Designs and conducts complicated management/resource allocation surveys, reviews, and research projects in support of international programs and supports cross functional analyses.
Performs broad interpretation of and articulates policies, procedures, guidelines, alternatives, and recommendations related to the management of international programs and frequently directly interacts with The Office of Secretary of Defense (OSD), the Joint Staff, Defense Agencies, military components, and other governmental agencies. Leads the workforce in achieving Agency goals. Recognized as an expert of experts leading high level matrixed multi-functional teams, establishing and executing innovative solutions to high level complex problems requiring major program evaluation and planning efforts with substantial internal and external impact to other DoD Agencies and industry.
Briefs higher management on strategic vision or organizational policies, the status of reform initiatives, Human Resource activities, program execution funding, manpower and financial management, and cost controls.
Recognizes and advises agency officials on the need for plans, policies, and instructions for discrepancies and problems encountered in the Directorate and plans/proposes comprehensive corrective action across organizational components to ensure depth of need or anticipated abilities and skills as well as motivation for employee growth are addressed agency-wide. Reviews team work in progress and upon completion to assure attainment of objectives involving process and services crossing international geographical boundaries. Monitors progress against milestones through review and analysis of records/reports and from team consultation. Reviews progress in each area of responsibility against established milestone schedules and determines necessary adjustments required to ensure goals are met. Reviews completed products and makes authoritative recommendations regarding release to higher management and/or outside organizations.
Develops detailed goals and objectives for long-range (3-5 years) planning. Ensures that the goals and objectives of the human resources management program are consistent with manpower billet/management program planning so that MDA is strategically positioned to provide missile defense through a skilled and motivated Security Cooperation workforce. Applies knowledge of competencies required in portfolios of armaments cooperation, security assistance, and technology transfer/foreign disclosure paired with an understanding of the Security Cooperation Workforce Certification Program to skillfully craft associated position descriptions. Provides key support to manpower activities to include sourcing billets and recruitment actions. Authors Personnel Action Request Forms (PARF). Keeps records and develops organizational charts to monitor and effectively manage available billets.
-- Oversees and directs the performance, execution and review of all staffing Enterprise Task Management (ETMS2) packages related to executive and operational issuances and policies, providing analysis and updates for Director/Chief of Staff review.
Serves as top level agency program analyst for the Director's annual Multinational Conference (MNC). Responsible for all conference aspects from initial planning through leading teams on multiple site surveys involving identification/resolution of potential highly critical security threats, to decisions on/inviting international participants, proposing to the Director the list of MDA participants, arranging for a suitable venue, approving briefing topics and overseeing the foreign disclosure process for the same, and ensuring completion of associated contract documentation for both long- and short-term. Also responsible for updates to MDA 2000.02 International Conference Participation.

Qualifications
You may qualify at the NH-04, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service with 2 of the following 3:
Identifies, recognizes and analyzes problems, conducts research, develops innovative solutions, summarizes results, making appropriate recommendations and/or technical interpretations guided by facility with regulations, policies, and precedents.
Applies qualitative and/or quantitative methods for the assessment and improvement of program effectiveness in order to develop and conduct technical and economic feasibility studies including cost, schedule, and performance.
Applies key conference management skills to task, including program and venue planning, intra-agency coordination, and follow through.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
