Duties

Please Note: Employees will be required to report to their assigned office location at least 2 day per week for non-supervisory positions and 3 days per week for supervisory/managerial positions unless the position advertised is designated as a remote-only position. The incumbent serves as the EEO and Equity Compliance Manager for OEEO for EXIMs headquarters and regional offices. The incumbent reports to the Vice President and Chief Equity and Equal Opportunity Officer under the President and Chair of EXIM Bank. The incumbent provides authoritative technical expertise on equal employment programs, activities, and equity initiatives. Duties include, but are not limited to: Serve as an EEO Program Manager for EXIM's headquarters and regional offices. Develops, administers, evaluates, and advises on EXIM's internal equal employment opportunity program and compliance, guidance, and policies. Works in collaboration with the Vice President and Chief Equity and Equal Opportunity Officer to ensure and promote an overall efficient equity, fair and equitable EEO and compliance programs for the agency. Apply, implement, and interpret equal opportunity laws, regulations, and precedent decisions to remove equal opportunity barriers and illegal discrimination to EXIM staff nationwide. Ensures EXIM's practices are adhered to regarding compliance of all equal opportunity laws and policies and ensures the agency prohibits discrimination based on race, color, religion, sex (including pregnancy, gender identity, and sexual orientation), parental status, national origin, age, disability, genetic information (including family medical history), political affiliation, military service, or other non-merit-based factors. Monitor, review, assess, and enforces equal opportunity compliance, laws, orders and regulations for EXIM's headquarters and regional offices. Manage and enforces the EEO discrimination complaint process, including intake and processing of informal and formal complaints, acceptance and dismissal decisions and preparation of other associated written correspondence regarding EEO compliance requirements, rights and responsibilities, and other matters within the EXIMs headquarters and regional offices. Co-sponsor with the agency Affinity group to coordinate, execute EXIM-wide special observances, and awareness campaigns and activities. - Collaborate and coordinates with the Office of Human Capital (OHC) on initiatives designed to recruit and retain a diverse workforce. Analyzes statistical data and reports, evaluates policies, processes, and practices to identify barriers to equal employment. Develops short-range and long-term strategic affirmative employment plans for EXIM. Develop applicable program policies and EEO policy statements. Prepares a variety of reports for the EEOC, OPM, other entities and responds to Congressional inquiries as needed. Ensures that program requirements are completed in accordance with specified guidelines and reflects the best representation of EXIMs efforts/accomplishments. This includes such reporting requirements as: Management Directive 715 (MD-715), Management Directive 462 (MD-462), Federal Equal Opportunity Recruitment Report (FEORP), among others. Collaborate with the VP and Chief Equity and Equal Opportunity Officer on budget and personnel allocations that advance equal employment opportunity goals, objectives, and compliance. Coordinate training and educational forums for EXIMs headquarters and regional staff on a myriad of equal employment opportunity and equity related subject matters. Represent EXIM at interagency and external meetings that have an impact on equal employment opportunity, equity, and related areas.

Qualifications

Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work): GS-14 You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-13 level in the Federal Government or other equivalent pay systems. Specialized experience includes: Experience in major EEO/EO federal program functions, such as EEO counseling, investigations, Alternative Dispute Resolution, informal and formal complaint processing. Experience in Federal EEO laws, regulations, policies, practices and Equity Programs. Experience in serving as an expert EEO/EO consultant to senior leadership and providing advice on the development, implementation, and management of a broad range of complex EEO/EO and Equity programs and activities. Education cannot be substituted for experience at the GS-14 grade level.
