About the Position: The position is located within the Human Resources Division, Military G-1, Brooke Army Medical Center, Fort Sam Houston, Texas. The primary purpose of this position is to perform a variety of budgetary and analytical functions in planning, developing, implementing, reviewing, and executing assigned budgets.
Duties

Provide budget consultation, advice and assistance to subordinate activities.
Prepare budgetary reports and other deliverables for a variety of briefings.
Analyze and review statistical data to project future requirements based on past performance.
Maintain Government Purchase Card (GPC) monthly/daily purchase log.
Process a variety of invoiced charges and claims for reimbursement.
Analyze organizations budgetary guidance.
Process requests for operating funds and performs miscellaneous budget functions using financial systems.
Develop office operational budget estimates to determine requirements.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A personnel security investigation is required for this position.
- A favorable National Agency Check with Inquiries (NACI), Tier 1 Investigation is required for this position.
- This position requires a Financial Management Level 2 Certification. Failure to obtain this certification within 12 months may subject the incumbent to adverse action.
- Incumbent of this position is required to comply with all Department of Defense and Department of the Army certification requirements within 12 months of appointment.
- This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) utilizing budgetary automated systems such as, General Fund Enterprise Business System (GFEBS) to track and maintain budgetary data, 2) monitoring status of funds and disbursements, 3) developing cost estimates from a variety of budget resources, and 4) assisting in preparing financial reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Accounting, Finance, or Business Administration. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.)
