Duties
As a Workforce and Career Development Specialist you will:
Participate with the Workforce Career Development Officer, CIO and Division Leadership, and other senior level officials in the implementation of workforce planning, evaluation and development program goals and objectives.
Participate at the expert level in the planning, formulation and implementation of a comprehensive employee development program associated with short-and long-range workforce planning, including activities in competency and skills assessment, training and career development, awards and recognition, workforce planning and organizational design.
Identify problems, studies possible alternatives, and develops workable solutions to improve the effectiveness of the organization as well as the development of a diverse workforce.
Conduct research and analysis of employee survey findings, programs and initiatives to develop evaluation and assessment tools needed to gather feedback in support of corrective action plans and or enhancement initiatives.
Summarize findings and provide reports and briefings to senior staff on findings.

Minimum Qualifications:
To qualify at the GS-13 grade level, you must have at least one year of specialized experience at or equivalent to the GS-12 grade level, which must include the following experience:
Applicants must have one year of specialized experience at or equivalent to the GS-12 grade level of in the Federal service as defined in the next paragraph.
Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience which must include the following experience: in planning and implementing of workforce planning activities (e.g, competency and skills assessment, training and career development, awards and recognition, employee engagement), evaluating and developing program goals and objectives.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
