The primary purpose of this position is to serve as a security specialist, performing COMSEC security procedures and advising the command and supported organizations. Serves as an alternate KMI Operating Account Manager and Client Platform Administrator for the Key Management Infrastructure (KMI) program and Management Client system.

Duties
EKMS Management: The incumbent will be designated in writing by the Commanding Officer who is responsible for all actions associated with the receipt, handling, issue, safeguarding, accounting, and disposition of COMSEC material assigned to an EKMS account and Special Mission account.
Research and Development.The incumbent has a practical understanding of automation concepts and communications interfaces related to EKMS account handling and compatibilities for receiving, storing, processing, and/or transmitting of digital information within the EKMS system at 10 SOPS.
Documentation.Assists with the development and documentation of the EKMS programs effectiveness and that specifications are accurate and sufficiently detailed to ensure smooth integration.

Qualifications
This is a GG-11 position in the Cyber Excepted Service (CES). The GG-11 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-11 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include knowledge of information technology and telecommunication security principles, policies, products, services to assess risk factors and advise on vulnerability to attack from a variety of sources (e.g. destructive programs/applications/viruses, unauthorized access, disruption of services, espionage) and procedures and methods for protection of systems and applications. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

EDUCATION:Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of official transcripts.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of COMSEC security principles, concepts, practices, systems and database software, Key Management Infrastructure (KMI) program and Management Client (MGC) node.
Knowledge of information technology and telecommunication security principles, policies, products, services to assess risk factors and advise on vulnerability to attack from a variety of sources (e.g. destructive programs/applications/viruses, unauthorized access, disruption of services, espionage) and procedures and methods for protection of systems and applications
Knowledge of transmission security protocols and techniques, commonly applied telecommunications principles, concepts, methodologies, operation characteristics and capabilities of systems, media, equipment, and related software systems, processes and procedures to assess the efficiency of operations and make recommendations involving equipment and system integrity.
Ability to communicate orally and in writing, clearly, concisely, and accurately.
Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
CONDITIONS OF EMPLOYMENT CONTINUED:
Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
Department of Defense Security Fundamentals Professional is required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
