You will serve as a PROGRAM ANALYST (INTEGRATED READINESS) in the FLT READINESS ASSESS/ANALYTICS SUBDIVISION of COMMANDER US FLEET FORCES COMMAND.

Duties

You will provide expertise in Fleet readiness and readiness business operations. You will enable all forms of readiness outcomes through analytics. You will support development and assessment of fleet readiness and material condition policies and standards. You will support coordination of readiness analysis and readiness analytic efforts. You will identify areas where funding adjustments can improve overall posture of warfighting readiness in support of resource allocation decision making. You will provide analysis of readiness trends and impact to support Fleet operations. You will provide analysis of information from the Defense Readiness Reporting System (DRRS). You will conduct technical reviews of readiness guidance, policy and reports. You will create written communication materials that effectively summarizes findings and support recommendations.

Requirements

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a U.S. Passport.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience developing metrics, standards, policies and means of assessment using data analytics. Experience directing metric methodologies and hierarchies to enable drill down from aggregated fleet level operational readiness analytics standards to individual units, providers, and enablers in support of effective root cause analysis. Experience informing senior leader decision making on resource allocation, risk assessment and analysis, and readiness related policy and governance. Experience creating written communication material that effectively summarizes findings and support recommendations. Experience operating various systems and programs including, but not limited to, Defense Readiness Reporting System (DRRS), Joint Forces Readiness Review (JFRR), Quarterly Readiness Report for Congress (QRRC) and Program Objective to pull data and create reports.
