You will serve as a MANAGEMENT ANALYST in the Total Force Manpower Management Department of COMMANDER, NAVY REGION NORTHWEST.

Duties

You will assist in manpower studies and surveys You will provide recommendations on manpower utilization involving manpower requests, reorganization, mission changes, and other manpower related functions. You will review various reports to obtain and analyze organizational data and provide supporting information to Senior Management Analyst. You will review recruitment request submitted by organizations, divisions, and departments in TWMS and DCPDS. You will support the annual development of the following year's Business Plans by providing current staffing plans to program leadership. You will extract and create reports to provide for Inspector General's inspections or investigations. You will conduct manpower management compliance reviews.

Requirements

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position requires traveling approximately 5% of the time to commands within and outside of the region.
  • This position maybe considered a virtual position that requires access to government facilities periodically per pay period.

Qualifications

FOR THE GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying analytical and evaluative methods and techniques to conduct studies; 2) Maintaining accurate databases to ensure integrity of data either through manual input or system of record updates 3) Advising management on realignments, reorganizations or position restructuring for the efficient use of personnel resources; 4) Organizing data using spreadsheets, databases, and word processing programs; and 5) Analyzing data to communicate findings to supervisors or managers. FOR THE GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Conducting studies involving work methods and procedures, financial/manpower resource utilization and methods of improvement; 2) Analyzing information, verifying facts to make recommendations on existing and revised management policies; 3) Providing technical support on business process improvements and metrics analysis; and 4) Providing briefings on findings and recommendation of studies. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

For the GS-11 level:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
