About the Position: Serves as a Budget Analyst in support of HQ activities at the Installation Management Command (IMCOM) Headquarters located at Fort Sam Houston, Texas.
Duties
Reviews, verifies, and analyzes data submitted for consistency with financial and program objectives, and adherence to instructions.
Identifies trends and coordinates analysis with supervisor recommending reprogramming or referrals as appropriate.
Reviews Headquarters Operating Budgets and aligns programmed resources with budget estimate and identifies/reconciles differences.
Prepares Fiscal summaries in the form of computer graphics, composes various executive summaries, information and decision papers.
Administers Headquarters' Defense Travel System and Government Travel Credit Card Programs
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This is a Financial Management Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.

In order to qualify, you must meet the specialized requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes federal budgetary policies, procedures and regulation to assure budget forecast, estimates, and submissions conform to requirement. Experience with determining alternative methods of funding; formulating budget estimates for organizational programs for work processes, staffing needs, and funding. Experience in administering and managing the Defense Travel System (DTS) and Citibank Government Travel Charge Card (GTCC) Client Management System; to include (but not limited to) Traveler administration, document processing, mandatory reporting, and Interface error resolution. Experience in researching and advising employees and accountable officials on the proper application of the principles found in the Joint Travel Regulation, DoD 7000.14.R (Financial Management Regulation) and the DoD Government Travel Charge Card Regulations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business, Accounting, Public Administration, or Finance.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
