Job opening: SUPERVISORY FINANCIAL MANAGEMENT ANALYST

Salary: $104 861 - 136 323 per year

You will serve as a Supervisory Financial Management Analyst in the Business Management Department of NAVSAFECOM.

Duties

You will formulate budget and estimations to support plans, programs, and activities, including presenting and defending budget estimates before authorities. You will perform or advise on work in any of the phases or systems of budget administration. You will implement internal controls and provide advice on effective and efficient methods for the acquisition and use of funds to support the organization’s programs and activities. You will prepare briefs for senior managers on program execution and provide recommendation to correct program variances or problem areas. You will coordinate the development and reporting of cost/performance information in support of mission tasks for the organization. You will perform the full range of supervisory duties, such as assigning work based on priorities, advising on financial management issues, and identifying development requirements for subordinate personnel. You will monitor and analyze the status of funds within financial management and supply systems.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level 3 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience performing work equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector. I have experience interpreting and applying Financial Management Regulations (FMR), Joint Travel Regulations (JTR), and local policies. I have a knowledge of the Defense Travel System (DTS), SLDCADA, and DCPDS. Specialized experience must demonstrate performing the following duties: 1.) Researching, analyzing, and interpreting data in a variety of financial and supply databases to make recommendations, perform corrective actions, and ensure liabilities do not exceed funding; 2.) Providing technical advice and guidance to assist personnel on procedures and/or processes related to financial/supply program management and business requirements; 3.) Interpreting and applying financial management, supply, and contracting regulations and local policies to provide guidance for financial issues and recommend alternative solutions; 4.) Researching, analyzing and interpreting data in a variety of financial and supply databases to make recommendations, and/or perform corrective actions; 5.) Exemplifying leadership and providing human capital management to subordinate personnel by providing advice and guidance to improve the efficiency and effectiveness related to financial/supply program management and business requirements.
