This position is for DISA White House Communications Agency at Bolling AFB, Washington D.C. This is an Excepted Service position and does not confer eligibility to be converted to the Competitive Service. Duties
As the civilian deputy director of the directorate and an expert of secure voice, video, and data systems, (including all ancillary equipment) supports the President of the United States and his staff.
Planning, coordinating, and leading the installation, operation and maintenance of head of state (HOS) secure voice communications links between the United States and other nations.
Performs supervisory functions for approximately 45 military employees, 4 civilians and 6-10 contractors working in special missions, translation, secure voice maintenance and technical control.
Ensures all current and emerging programs/systems have sufficient redundancy, feasible maintenance support and life-cycle replacement plans.
Responsible for the development, implementation, and integration of acquisition and transition initiatives for the secure voice, switching, transmission, timing and synchronization, and network monitoring management subsystems.
Responsible for the planning and implementation of Defense Red Switch Network (DRSN) logistics support, software controls, and life cycle management.
Coordinates with both embassy information management office, as well as foreign telecommunications engineers to plan and conduct separate annual technical meetings with the different nations.

Qualifications

Basic Requirements:
Applicants must have IT-related experience demonstrating the following competencies appropriate to, or above, the level of this position. Attention to Detail- experience reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards.
Customer Service- developing and maintaining relationships with customers, anticipating and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs.
Oral Communication- briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience.
Problem Solving- identifying alternatives to address unique, highly complex, or sensitive information technology-related issues. I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions.

Qualifying Experience:
To qualify at the GG-14, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Experience in exercising technical, and administrative functions for a team of telecommunications, IT, and maintenance specialists, and overseeing/managing contractor work.

Additionally, prior to reporting for duty the selectee must be found eligible for a DoD Top Secret security clearance with access to Special Compartmented Information (SCI) based upon an Single Scope Background Investigation (SSBI), AND be approved for Presidential Support Duty in accordance with Department of Defense Directive 5210.55 (Yankee White - Category II, minimum).

Education
