About the Position: Incumbent is assigned full management responsibility and administrative duties for the Interpretive Services and Outreach Program (ISOP) at a multi-purpose project.
This position will be located in Monroe City, MO and will allow for situational telework only. This position is NOT eligible for full time telework.
Duties
As the team leader, is responsible for the accomplishment of the Interpretive Services and Outreach Program (ISOP).
Assigns and explains work requirements to subordinate team members for new or changed programs, functions, goals and processes.
Establishes operating guidelines to implement procedures, methods and other work related changes.
Coordinates and cooperates with other agencies, groups, individuals, and other District elements in various aspects of these programs.
Inspects physical facilities such as nature trails, wayside exhibits, signs, interpretive and information, and audiovisual installations.
Develops a program for maintenance and care of exhibits and equipment.
Provides direction and guidance to lake staff in the preparation of articles for publication in newspapers and magazines outlining the various programs that are available at the lake.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Required to submit a Financial Disclosure Statement OGE-450 annually and upon entering the position.
- Must be able to maintain required Corps of Engineers certification for operation of the motorboat.
- Serves as an incidental motor vehicle operator. Operates an automobile, light truck, ATV or motorboat to accomplish assigned duties. Employee must be able to operate the motor vehicles without danger to self or to others.
- Incumbent will be required to operate flood control gates to control water levels on waterways. This position is, therefore, subject to RANDOM DRUG TESTING IAW ER 690-1-1218.
- Incumbent shall wear appropriate uniform.

Basic Education Requirement for Natural Resources Specialist:
A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Minimum Qualifications for GS-11:
Specialized Experience: One year of specialized experience which includes executing an interpretive service or outreach program; developing short and/or long range planning documents for recreation, park administration, and/or wildlife biology; and coordinating partnership efforts with other agencies and/or local customers. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
