About the Position: Incumbent is assigned as the natural resource management specialist at District lake projects where the Natural Resource Program has been determined by management to be one of the most difficult assignments.
Duties
Develops and implements plans for management of Fisheries and Wildlife.
Ensures protection practices are in place for fire suppression, timber theft, insect and disease control, and endangered plant preservation
Develops long and short-range plans for forestry and silvicultural practices including reforestation, timber stand improvement, inventory, and timber sales.
Responsible for proper evaluation of habitat types and prepares management recommendations in final form.
Ensures proper soil conservation practices are included for timber sales, resource leases, recreation, and road construction activities.
Updates and enforces shoreline management plan. Ensures all vegetation and construction permits are applicable to the plan.
Prepares and updates cultural and historical resource inventory/protection plan.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent will be required to wear the appropriate uniform while on duty and to obtain Citation Authority under Title 36 C.F.R.
- Incumbent will be required to supervise or perform fire fighting duties and/or rescue people endangered by fire on Project lands.
- This position, therefore, meets the criteria for random drug testing under the Department of Army Drug-Free Workplace Program as supplemented by USACE ER 690-1-1218.
- Incumbent is required to sign a DA Form 5019, Condition of Employment for Certain Civilian Positions Identified Critical Under the Department of the Army Drug-Free Federal Workplace Program.

Minimum Qualifications for GS-11:
Specialized Experience: One year of specialized experience which includes executing an interpretive service or outreach program; developing short and/or long range planning documents for recreation, park administration, and/or wildlife biology; and coordinating partnership efforts with other agencies and/or local customers. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
