This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as the assistant Operations Manager of the 54,000 acres of Mark Twain Lake for administrative tasks to include exercising day-to-day technical work direction and for performing personnel management and supervisory responsibilities for all lake and power plant employees.
Duties
Applies a professional knowledge of all phases of Natural Resources Management, Recreation Management, Contract Administration, Operation and Maintenance, and administrative functions.
Collaborates in the preparation and/or planning of recreational facilities and programs including 499 campsites, 159 picnic sites, 18 launching ramps, 2beaches, visitor center, power plant exhibit area, and 72 structures.
Prepares technical plans and specifications for operation and maintenance work to be accomplished by contract and hired labor at project office.
Participates in administration of the public information program including the preparation and publication of brochures and pamphlets, on-site and off site interpretive programs, and numerous special events.
Supervises subordinate GS, WG and WB staff in the capacity of a first line supervisor.
Exercises originality, creativity, skill, and professional natural resource management competence when assisting in interpreting and converting broad national and District policy objectives into specific plans and programs for the project.
Participates in the review of plans and activities of two marina concessions (over 400 slips) for operation, maintenance, and future development.
Assists with preparation and implements flood and disaster notification plans.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Required to operate flood control gates to control water levels on waterways.
- This position is covered by the civilian drug abuse testing program. Incumbent is required to sign a DA Form 5019-R, Condition of Employment for certain civilian positions identified as critical under the Drug Abuse Testing Program.
- Must wear uniforms prescribed by Corps of Engineers.
- Required to submit a Financial Disclosure Statement, OGE-450; annually and upon entering the position.
- Must possess and maintain a valid state drivers license.

Minimum Qualifications GS-12:Specialized Experience: One year experience which includes managing a natural resource and/or facility maintenance program day to day operations; enforcing applicable laws and regulations governing the use of natural resources; and supervising employees assigned to a lake and/or power plant. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
