About the Position: Exercises maximum authority and corresponding responsibility to actively plan, direct, and coordinate all phases of the Recreation Management, Natural Resources Management, Environmental Stewardship, Contract Administration, Operation and Maintenance, Flood Mission, Hydropower, etc.
This position will be located in Monroe City, MO and will allow for situation telework. This position is NOT eligible for full time telework.
Duties
Prepares, plans and administers the operation, maintenance, and management of project recreational facilities and programs.
Develops a budget and administers the preparation and assembly of the annual budget for the lake facilities; i.e. Flood Risk Reduction, Recreation, Navigation and Environmental Stewardship.
Exercises comprehensive knowledge in the natural resource management field to activate and acquire funding for long range programs and projects.
Performs as the agency representative that reaches agreements with groups or individuals from other agencies and organizations for multi-use planning and operations of the lakes natural resources management program.
Conducts natural resources inventories, develops compartment prescriptions and implements natural resource management programs on tens of thousands of acres of land.
Coordinates natural resources activities with fisheries management, reservoir drawdown, North American Waterfowl Management plans, etc., with other agencies and private organizations.
Gives advice, counsel, and/or instruction to employees on both technical and administrative matters.
Administers the preparation and publication of brochures and pamphlets, on and off-site interpretive programs, and, numerous special events such as Water Safety Initiatives, Disabled Persons Outdoors Opportunities, etc.
Promotes project resources through full utilization of contacts and liaisons with numerous Legislative Representatives, Federal, State and municipal agencies, private and public organizations, and interested individuals.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Required to operate flood control gates to control water levels on waterways.
- This position is covered by the civilian drug abuse testing program. Incumbent is required to sign a DA Form 5019-R, Condition of Employment for certain civilian positions identified as critical under the Drug Abuse Testing Program.
- Must wear uniforms prescribed by Corps of Engineers.
- Required to submit a Financial Disclosure Statement, OGE-450; annually and upon entering the position.
- Must possess and maintain a valid state drivers license.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Minimum Qualifications GS-13:Specialized Experience: One year experience which includes managing natural resource programs, out grants on public lands, and/or facility maintenance programs; developing implementation plans for natural resources, facilities maintenance, and/or recreation programs; and assisting in the preparation of budgets, work schedules, and/or plans in support of natural resources and/or operations and maintenance programs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
