Duties
You will serve as the Director in lieu of the active-duty member as necessary.
You will serve independently as Director for substantial periods.
You will participate fully with the Director, in duties, responsibilities, and authorities in planning, managing and overseeing the operations and tasking of the PA division.
You will develop and oversee the preparation of long and short-range planning guidance in accordance with Command program policies and objectives.
You will routinely represent and participate with the Fleet Training Director Pacific, PA Director and the command, to senior leadership levels, Flag Officers and SES personnel.
You will be an expert consultant and authority on a variety of multi-disciplinary performance analysis issues and topics requiring an in-depth knowledge of Surface Navy operations, training continuum requirements and organization.
You will act as an authority in establishing objectives, plans, and program reviews to meet changes in training environment, technology advances, political climate, program authority, and/or funding.
You will provide subject matter expertise and historical perspective if/when changes in objectives, organizational structure, including the particular changes to be affected, and the optimum mix of reduced operating costs.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: executing performance analysis for a tactical warfare and training program to include managing data collection, overseeing program assessments, and planning long-range objectives in order improve overall mission readiness for naval fleet operations.
