Job opening: SENIOR FINANCIAL MANAGEMENT SPECIALIST

The position is located in the Office of Financial Managment (OFM). OFM is responsible for ensuring effective stewardship of agency resources and integration of strategic planning and performance management into all phases of resource planning and execution. OFM performs the functions of Budget Formulation, Budget Execution, Accounting Operations, Financial Systems, and Financial Reporting, including the preparation and audit of the agency's Financial Statements.

Duties

The incumbent is the Senior Financial Management Specialist and develops and analyzes actual and projected cost data from a variety of complex financial and programmatic information sources using analytical techniques. Performs work to oversee and integrate information from financial management subsystems involving travel, accounting, procurement, and budget functions. Provides financial advice to management officials and program officers regarding proper financial operations, including proper obligation processing, travel, disbursements, and the Government Travel Card (GTC). Advises senior management of the status of fiscal resources and future requirements. The incumbent is the Senior Financial Management Specialist and plans, coordinates, reviews, and performs complex financial disbursement activities in a wide range of Federal payment processing systems. Establishes and maintains continuing liaison with vendor representatives to advise and explain CSOSA payment policies as well as resolve problems of mutual concern. Coordinates or directs the conduct of investigations of complaints regarding problems in vendor payments and employee reimbursements. The incumbent serves as an organizational expert on disbursement policies and procedures of the Federal Travel Regulation, Prompt Payment Act, Payment Integrity Act of 2019, and agency procedures. Serves as an Agency Sub-Certifying Official authorizing the disbursement of government funds from Agency financial systems in accordance with policy, precedent, and legal regulation. Serves as an Agency Secure Payment System (SPS) Data Entry Officer responsible for reconciling and loading SPS data and coordinating and correcting errors and issues with the Agency's financial services provider, Treasury, and the Certifying Officer. The incumbent serves as an Agency expert on local and TDY travel issues and systems. Applies experience and comprehensive knowledge applicable to the application of Federal laws, regulations, policies, procedures of financial management and financial policies regarding CSOSA Travel and the GTC program. Coordinates and prepares Agency travel data reportable to the Office of Management and Budget, the General Services Administration, and/or other external entities. The incumbent serves as the Agency/Organization Program Coordinator (A/OPC) for the Agency's GTC program. Acts as liaison between CSOSA, the GTC contractor bank, Agency GTC account holders, and the GSA GTC Contracting Officer. Prepares and presents correspondence, training, and guidance to employees and managers regarding the GTC program. Ensures agency GTC accounts are assigned to active and eligible employees. Monitors Agency GTC activity for abuse, misuse, and delinquency. Develops and issues timely, complete, and accurate reports and disclosures of GTC non-compliance to Agency management and employees in line with Agency policy. Prepares ad hoc and/or required GTC reports and responds to inquiries for CSOSA GTC data.

Qualifications

Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. GS- 13 Time-in-Grade requirement: Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service. SPECIALIZED EXPERIENCE: To qualify for the GS-13 level - In addition to the basic requirements above, you must have at least one (1) year of specialized experience equivalent to the next lower level pay band or GS grade in the normal line of progression. Examples of specialized experience at the GS-12 level is experience assisting in analyzing financial discrepancies, determining appropriate actions to resolve discrepancies, and helps negotiating the required corrective actions. Helping prepare a variety of financial reports, reconciliations, and analyses identifying obligation and payment issues, inconsistencies, and recommendations. Helping coordinate Agency travel data reportable to the Office of Management and Budget (OMB), the General Services Administration (GSA), and/or other external entities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
