This position is located in the Office of the Managing Director (OMD), Financial Operations (FO), Federal Communications Commission (FCC) located in Washington, DC. Relocation expenses will not be paid. THIS VACANCY ANNOUNCEMENT MAY BE USED TO FILL ADDITIONAL POSITIONS WITHIN 90 DAYS.

Duties

Serve as a point of contact for work and activities related to internal controls, enterprise riskmanagement, fraud risk management, to include risk assessments and internal controls of FCCand its components. Develop approaches, recommendations, and processes for effectively and efficiently addressingstrategic goals of the Commission and contributing to the long-range compliance and oversightefforts. Provide on-going thought leadership to shape FCC’s Enterprise Risk Management (ERM) andFraud Risk Management (FRM) programs; work with Chief of COG, Chief Risk Officer (CRO),and organizational leadership to define appropriate role of risk management in the organization;and establish and communicate ERM vision across the organization. Establish appropriate ERM framework including risk policies, metrics, reporting and monitoring;and develop ERM tools, practices, and guidance to analyze and report enterprise risks. Integrate risk management with strategic management processes; and manage FCC's risk appetiteand ensure enterprise risks are consistently managed and remain within the defined risk toleranceto minimize the potential for fraud, waste, abuse, mismanagement and inefficiency. Manage risk assessment data gathering processes; and is responsible for developing and trackingmetrics to monitor and evaluate the efficiency and effectiveness of risk mitigation controls andactivities. Support the Chief of COG by formulating and recommending process and procedures of anintegrated enterprise risk management framework with emphasis on analyzing and developingpolicy, mitigation of risks, determination, measurement and monitoring of risk appetite, andunderstanding the interrelationships of various types of risk.

Qualifications

Applicants must meet eligibility and qualification requirements by the closing date of this announcement.  Current Federal employees must meet time-in-grade requirements by the closing date of this announcement.  Specialized Experience:  Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-13 in the Federal service.  For this position, specialized experience includes the following:     1. Experience presenting and developing recommendations for best business and/or risk management practices. 2. Experience gathering data to track and evaluate the effectiveness of program, business, or risk management controls. 3. Experience planning and executing risk analysis or process improvement on a broad range of issues with the goal of improving and promoting effectiveness of programs. 4. Experience developing policy, tracking metrics, reporting or monitoring in support of risk management framework or applicable business processes. PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
