Duties

As a Supervisory Financial Analyst (Finance Unit Chief), you will: 1. Oversee all phases of agency budget, including formulation, execution, and expenditure/liquidation of funds. Provide senior level advice to the Deputy Assistant Director, Office of Finance and Administration (OFA), and to Pretrial Services Agency (PSA) senior leadership on budget development, allocation and management of funds to ensure that PSA program requirements are met and that funds are obtained and utilized in accordance with relevant law and regulation. 2. Oversee the PSA accounting program including accounting operations and services, automated accounting systems, reporting, audit and internal control and development of required policies and procedures. Serve as the principal advisor for the Deputy Assistant Director, OFA and senior PSA management on accounting matters and represents PSA with Court Services and Offender Supervision Agency (CSOSA) and external agencies, including the Department of Treasury, Office of Management and Budget (OMB), and the General Accounting Office (GAO). 3. Plan the budget and accounting programs from an overall agency standpoint and from the perspective of specific organizational segments. Develop and issue internal policies and procedures. Review new legislation or regulations and determine application to PSA programs. Schedule and conduct studies, surveys or projects to asses program needs, evaluate current policies or to determine the need for new or revised policies. 4. Manage the daily operations of budget and accounting systems. Develop structures and methods for funds allocation, cost control, and reporting. Identify the need for and recommend potential system changes. 5. Manage federally required financial reporting activities for PSA, ensuring compliance with relevant regulation and policy. Is responsible for the production of a variety of financial reports for internal use. Ensure timeliness, accuracy, compliance with regulation and policy or responsiveness to management of reporting activities. 6. Develop and implement audit functions for PSA accounting operations and is responsible for PSA compliance with the Federal Financial Manager's Integrity Act. Ensure that the processing of fiscal transactions meet acceptable standards of internal control and that appropriate internal audit and control reviews and assessments are conducted in accordance with regulation and policy. Oversee preparation of financial statements and coordination with independent auditors for all annual and quarterly audit planning and execution functions. 7. Manage staff of the budget and accounting functions. Plan and assign work, delegate responsibility, and establish priorities. Administer leave policies and programs in affirmative action and equal employment opportunity. Counsel employees on performance and administrative issues; interview candidates for positions and recommend or take personnel actions. Establish performance standards and evaluate performance and overall effectiveness in meeting OFA and PSA goals and objectives. Provide developmental activities for staff.

Qualifications

To qualify for this position, you must meet the specialized experience requirement below. To qualify for the GS-14 grade level, you must have one year of specialized experience related to the duties of the position that was comparable in difficulty and responsibility to the GS-13 grade level. Specialized experience is defined as supervision or lead experience directing budget and financial management programs, providing expert technical knowledge and oversight of federal budget processes and procedures, assigning work, evaluating/appraising performance, and managing/leading a team or budgetary portfolio. NOTE: Your resume must clearly show the specialized experience related to this position. Failure to demonstrate how you possess the experience requirements will result in an "Ineligible" rating.
