This position is located in the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Office of Audit, Assessment, and Management (OAAM), Grants Policy and Procedures Branch.
Duties
Provides expert technical guidance and advice relative to grants and/or cooperative agreement management processes; addresses questions and resolves issues that require a deep understanding of grants management policies and DOJ procedures; offers recommendations to enhance process improvement efforts and supports management decisions; applies and adapts significantly altered or new policies to address complex or unusual challenges in grants assignments.
Drafts and coordinates the development of grant management policies, regulations, procedures, and practices; creates broadly applicable policies and agency-specific implementation procedures to ensure consistent compliance with grants management rules and regulations; works with other DOJ components and entities to coordinate and prepare grants management regulations.
Analyzes data related to OJP's grants management policies, procedures, and processes, identifies areas of deviation, and suggests solutions to improve compliance with established guidelines; evaluates and interprets program legislation, requirements, and related guidance to propose and refine grants management policies, methods, and practices, aiming to improve the oversight and administration of grants programs.
Acts as a subject matter expert (SME), offering grant-related guidance and expertise to multi-functional teams involved in developing DOJ grants management IT solutions, including JustGrants; contributes to the iterative development, testing, and deployment of JustGrants, aiming to meet the extensive scope and tight timeline for an operational system; defines user stories, features, and epics that reflect user needs and align with JustGrants Program Management Office's planning, refinement, and execution guidelines.

Qualifications
Specialized Experience:
Applicants must have one (1) year of specialized experience equivalent to at least the GS-12 level. Specialized experience is experience which is in or related to the line of work of the position to be filled and which has equipped the applicant with the specific knowledge, skills, and abilities to successfully perform the duties of the position.
Examples of specialized experience include:
Grants management administration and operations for cross-cutting federal financial assistance regulations, directives, and policies.
Interpreting complex grants management policies and regulations and providing recommendations on implementation.
Developing strategies to apply innovative and forward-thinking approaches to carrying out grants management activities.
Supporting efforts to implement new or revised grants management business processes, including participation in change management and stakeholder engagement activities.
Coordinating the implementation of grants management policies and procedures across multiple components, divisions, or units within an agency or organization.
Serving as a subject matter expert for business process needs in information technology systems for grants management.
Technical Qualifications:
Applicants who meet the basic entry and minimum qualification requirements, as described above, will be further evaluated on the following technical qualifications:
Knowledge of grants management policies, procedures, and operations.
Knowledge of business processes in information technology systems.
Ability to apply analytical methods and techniques in the identification and resolution of grant and/or cooperative agreement administration issues.
Ability to plan and execute work.
Ability to communicate verbally and in writing.
