This position is located in the Support Services Division of the Regional Office (RO), where the incumbent's primary duties are to process incoming and outgoing mail while actively assisting the supervisors and management of the Support Services Division (SSD) in performing administrative work.

Duties

Maintains inventory control, ensures adequate supplies are maintained within the divisions to support continuous RO operations, oversees receipt and distribution of supply orders. Provides reproduction services for Veteran's records, including those covered by the Privacy Act and Freedom of Information Act, by photocopy machine. Reproduces and makes initial distribution to division of regulations, circulars, forms, and other correspondence transmitted to the Publications Control Officer Mailbox. Performs minor repair and maintains copiers within capabilities, utilizing knowledge of all printing/reproduction equipment used in the Publications Unit. Receives and process all orders for forms and publications, to include maintaining inventory of forms and order forms. Collects and reports monthly photocopy count data and mailroom count data for submission to appropriate entities. Executes control over priority mail by routing to the appropriate action elements and ensuring timely responses with proper reporting using the Report Log system. Executes control and preparation of internal reports, including monthly, quarterly, semi-annual and annual reports by utilizing applicable computer programs. Acts as liaison between Division Chief/1st Line Supervisor and other divisions' staff by providing guidance/assistance on procedures, and related matters for compliance. Processes accurately and timely all express mail, inputs data for shipments into a computer that provides computerized shipping labels, tracking and correct costs. Sets up, operates, adjusts, maintains, and monitors the operation of single or multiple function equipment typical of a mail, duplicating and reproduction function.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Specialized Experience For GS- 5 requirement: To qualify for this position, applicants must also have one year of specialized experience equivalent to at least the next lower grade (GS-4) in the Federal service. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. GS 05 Specialized Experience: Specialized experience is defined as: Photocopying and/or preparing reproduction orders, maintaining inventory of station bulk supplies and distributing those supplies as needed to other divisions; AND proficient in processing incoming and outgoing mail including the processing of priority and express mail. OR Applicants may substitute Undergraduate Education to qualify for grade GS-5. Applicants may substitute education for experience with the completion of a four year (120 semester hours or 180 quarter hours) course of study from an accredited business, secretarial or technical school, junior college, college, or university, or with having been awarded a bachelor's degree. OR Applicants may substitute a combination of Undergraduate Education and General Experience to qualify for grade GS-5. If you have some, but not all, of the undergraduate education described above AND less than one full year of the specialized experience described above, you may qualify by combining the amount of creditable education and experience that you do have. Only undergraduate education in excess of 60 semester hours may be used to qualify applicants for positions at grade GS-5.To calculate, first identify the percentage of qualifying education you have as a percentage of four years of study. Then identify the percentage of required general experience you possess as a percentage of 12 months. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-05. For example, an applicant who has 90 semester hours of undergraduate education (i.e., 50% of undergraduate education required in excess of 60 semester hours) and 6 months of acceptable specialized experience (i.e., 50% of the experience required) would satisfy the qualification requirements for the position. Specialized Experience For GS- 6 requirement: To qualify for this position, applicants must also have one year of specialized experience equivalent to at least the next lower grade (GS-5) in the Federal service, or similar experience. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. GS -06 Specialized Experience: Specialized experience is defined as: Prepares reports; maintains control over priority mail; assists in the management of the unit mail management system to include diagnoses of equipment malfunctions, operating problems, and performs corrective adjustments; ensures adequate supplies are maintained within the division to support continuous operations; AND analyzes supply levels on a recurring basis to determine the rate of utilization, and advises when supply orders are required. There is no educational substitution for GS-06 Specialized Experience. Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience you document, to include volunteer experience.
