You will serve as a CONTRACT SUPPORT SPECIALIST in the Procurement Branch (Code 1410.2), Business Office Division (Code 1410), Naval Foundry and Propeller Center (NFPC) (Code 1400), of NORFOLK NAVAL SHIPYARD.
Duties
You will conduct market research relying on historical data obtained through the Procurement Integrated Enterprise Environment (PIEE) or by conducting research for similar items and/or services through the use of the internet search engines.
You will monitor compliance to assure technical soundness, adequacy, and efficiency in administration of service, material, and repair contracts.
You will participate in weekly contract tracking and development meetings various personnel and administrators to discuss current statuses, contract package development and anticipated contract request projections.
You will anticipate any possible work related problems in order to prepare material and maintenance specifications, orders, bi-lateral contract-mods, change in scope requests, and cost estimates.
You will communicate and correspond by telephone, e-mail, MS Teams, or available IT platforms with manufacturers and vendors requesting catalogs, brochures, and specifications on specific items.
You will comply with plan of action and milestone schedules while utilizing the Acquisition Management System - Program Management Tool (AMS-PMT) for each goods and services contract request action.
You will perform a wide range of performance assessment and monitoring duties in support of select (facility vending, shredding, and chip reclamation) services.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- You will be required to obtain and maintain a current valid United States driver’s license.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience preparing and coordinating contract request package specification documentation, contract modifications, task, material and labor cost, and delivery orders, as well as staying current with revisions and updates of contract package documentation.
Experience developing and reviewing technical specifications, scopes of work, estimated cost of work/labor, and assists with development of both simple acquisition and major procurement activities.
Experience maintaining a complete and fully accessible material, cost, and data file using computer software programs such as (MS Word, Excel, Adobe, ETC.) for the purpose of preparing specifications, cost estimates, schedules, and tracking quantities.
Experience communicating and corresponding by telephone, e-mail, MS Teams, or available IT platforms with manufacturers, vendors, and various personnel, requesting catalogs, brochures, and specifications on specific items.
