This position is part of the National Energy Technology Laboratory, Department of Energy. As a Management and Program Analyst in the Energy Delivery and Security Directorate, you will be analyzing and evaluating the effectiveness and efficiency of assigned DOE programs and their components to carry out their functions; and develop information, advice, and recommendations for management to use in making decisions on the administrative and programmatic aspects of agency operations and management.

Once at the full performance level, GS-13, of this position as a Management and Program Analyst, you will:

- Subject to the appropriate background investigation to determine suitability or fitness for federal employment. Continued employment is contingent upon favorable adjudications of periodic reinvestigations, if applicable.

Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-11: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal Service. Specialized experience for this position includes ALL of the following:
Provide assistance to all business operations within the division to include all non-technical aspects of the required day to day operations such as budget execution, tracking, planning, program control, contracting, and/or purchasing.
Participate in coordination of support service contract activities.
Review, analyze, and provide information from multiple systems. Prepare documents (such as reports or briefs) in spreadsheet software such as Excel.
OR EDUCATION: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M.; your education must demonstrate the knowledge, skills, and abilities necessary to do the work. For this position, this is defined as a degree in accounting, business administration, or business management. TRANSCRIPTS REQUIRED
OR COMBINATION: You may qualify on a combination of education and experience. The total percentage of experience at the required grade level compared to the requirement, must equal at least 100 percent. Only graduate level education more than the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education. TRANSCRIPTS REQUIRED.
SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal Service. Specialized experience for this position includes ALL of the following:
Perform a variety of budget advisory functions involving the formulation and execution of budgets, projecting resources, analytical and evaluative methods, and techniques for assessing execution improving organizational effectiveness and efficiency.
Coordinate and facilitate support service contract activities such as developing a statement of work, financial reporting, and deliverable tracking.
Review and analyze data from multiple systems and develop executive level reports and presentations using spreadsheet software such as Excel and PowerPoint.
NOTE: There is no substitution of education for specialized experience at the GS-12 level.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as having a score of 85 or better.
