This position is part of the Office of Fossil Energy and Carbon Management - National Energy Technology Laboratory, Department of Energy. As a Management and Program Analyst, you will develop, analyzes, review, and implement all policies and activities for the National Energy Technology Laboratory's (NETL) anti-harassment program. Develop/maintain a reporting procedure that is effective, confidential, and accessible for employees.

Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. Specialized experience for this position is defined as meeting 3 of the 5 following:
Analyze and evaluate employee concerns programs and procedures for a large organization.
Identify pros and cons of alternate employee concerns program and operations solutions.
Investigate employee concerns/workplace conditions to determine root cause(s).
Implement/utilize reporting procedures that provide an effective, confidential, and accessible way for employees to report incidents and concerns.
Ensure responsible offices/personnel respond to different types of incidents.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as having a score of 85 or better.
