This position is part of the Office of Fossil Energy and Carbon Management - National Energy Technology Laboratory, Department of Energy. As a Lead Management and Program Analyst, you will engage and support in the recruitment and placement efforts of NETL through servicing Human Resources (HR) Specialists, utilizing workforce principles, and existing comprehensive recruitment and placement concepts, practices, and procedures.

Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:
Managing NETL's human capital support by engaging and supporting recruitment and placement efforts; providing advisory services to customers and staff; and serving as the technical advisor in NETL's workforce management needs (recruitment actions, recruitment planning, and improving Human Capital System processes and methods).
Assisting with NETL's workforce planning efforts in collaboration with internal and external stakeholders; and executes and oversees human capital metrics.
Serving as a mentor, Team Lead, and/or supervisor in distributing and balancing workload among employees in accordance with established workflow and job specialization, assuring timely accomplishment of assignments.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
