Duties

The Lead Budget Analyst leads a team of budget analysts with a focus on agency level management of Inter/Intra-Agency Agreements (IAA) and must possess a mastery of the concepts, principles, practices, laws, and regulations of budgeting and financing for mission-related programs and services sufficient to analyze national level programs and/or exceptionally large and complex programs from the IAA viewpoint. This position starts at a salary of $139,395.00 (GS-14, Step 1) to $181,216.00 (GS-14, Step 10). Typical work responsibilities include: Ensuring that the Office of Finance (OF) and Finance Management and Oversight (FM&O) strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services. Articulating and communicating to the IAA team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion. Coaching IAA team members in the selection and application of appropriate problem solving methods and techniques, provide advice on work methods, practices and procedures, and assist the team and/or individual members in identifying the parameters of a viable solution. Leading the IAA team in: identifying, distributing and balancing workload and tasks among employees in accordance with established workflow, skill level and/or occupational specialization; making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks; and ensuring that each employee has an integral role in developing the final team product.

Qualifications

Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Providing expert financial advice and consultation to top agency managers on complex and sensitive budget matters Managing multi-year budget plans, workload forecasts, annual and quarterly operating plans Understanding activities appropriations, user fees, and reimbursable services NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 09/10/2024. Current and former federal employees may be required to serve or complete a probationary period.
