You will serve as a CIVILIAN PERSONNEL PROGRAM MANAGER within HEADQUARTERS US INDO-PACIFIC COMMAND.
Duties
You will serve as senior advisor to INDOPACOM leadership, subordinate commands, activities, management, and employees on the full range of civilian personnel programs, policies, and procedures.
You will provide oversight of all civilian personnel activities within the HQ’s USINDOPACOM, Center for Excellence (CFE) and subordinate command’s civilian personnel staff and programs.
You will manage Command-wide civilian personnel program policies, procedures, guidance, strategies and courses of action.
You will serve as the lead Drug Program Coordinator (DPC) for Civilian Drug Free Workplace Program (DFWP).
You will review, prepare, and coordinate policies, strategies and courses of action on INDOPACOM civilian human resource program issues.
You will responsible for developing negotiation and interpretive guidance on international labor agreements.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- MSP/PPP applicants must currently hold the required security clearance.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

- This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate performing duties such as:1. Practicing classification and staffing human resources functions, organizational structure, mission, and various civilian programs such as the Performance Management and Recognition program, Senior Executive Service (SES), Senior Leaders (SL), Highly Qualified Experts (HQE), Special Government Employee (SGE), Travel Orders, Overseas/Return Rights, etc. to recommend and develop strategic program requirements in meeting the joint command's goals and priorities.2. Interpreting complex legal and policy theories and apply them to analysis of requirements, resources, and organizational design requirements.3. Demonstrating advanced program management ability to develop plan of actions, milestones, analysis of alternatives, and lead cross-functional teams when required in a disparate functional staff.4. Providing effective oversight of subordinate units and coordinating with higher headquarters.5. Demonstrating ability to perform required duties with little to no supervision and self-guided execution of complex projects and tasks (e.g. new personnel systems such as Service Now, etc.).6. Reviewing, analyzing, developing and approving DoD pay schedules and benefit authorizations for foreign national employees in INDOPACOM AOR. Knowledge of INDOPACOM foreign country areas' labor laws, customs and cultural practices and traditions to be able to review, analyze and develop and approve DoD foreign labor terms and conditions of employment. Knowledge of DoD foreign national total compensation comparability (TCC) wage selling policies and practices.
