About the Position: This position serves as a Program Analys located at the Blue Grass Army Depot, which is a subordinate installation of JMC. This is a developmental position and may be filled at any level. This position has non-competitive promotion potential to the full-performance grade of GS-11 once all requirements are met.

Duties

Establish Work Breakdown Structures under the purview of the Director and Personnel Manager. Perform analytical work in determining cost effectiveness of mission operations and accomplishment of program objectives. Devise methods for gathering and compiling data from automated systems, on-site investigations, and discussions with managers. Control production costs to revises schedules and apportioned funds. Initiate action to prevent or alleviate delays upon investigation.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires a Financial Management Level 2 certification.
  • TDY travel is occasionally required.
  • Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450.
  • This position requires the incumbent be able to obtain and maintain a Secret security clearance.

OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Financial management, Data Analysis, Business Administration field of study. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Specialized Experience GS11: One year of specialized experience which includes: Advising leadership of operational status to meet deadlines; Analyzing costs by developing project management systems; Providing technical guidance on operational procedures to shareholders. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Financial management, Data Analysis, Business Administration field of study. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
