About the Position: This position is with the Blue Grass Chemical Activity, located at Blue Grass Army Depot in Richmond, KY - home of Eastern Kentucky University.
It is 20 miles south of Lexington, the Horse Capital of the World and regional center to the Kentucky Bourbon Trail; 90 miles from Louisville, KY, home of the Kentucky Derby, and 70 miles from Cincinnati OH. Another attraction is Lake Cumberland, the unofficial "Houseboat Capital of the World" located 70 miles away in Somerset, KY.
Duties
Responsible for developing the organizational change packet, life cycle cost estimate, and updating the Table of Distribution and Allowance (TDA) documents.
Serve as the primary point of contact for TDA administration for manpower positions and personnel.
Interpret regulations and directives promulgated by higher authority covering a variety of resource management disciplines and uses this information to establish, prepare, and disseminate policy and guidance.
Prepare/oversee areas for both internal and external visits/inspections.
Develop, maintain, and administer the internal management control program.
As needed, in the absence of the Budget Officer, perform various budget-related tasks in the General Fund Enterprise Business System.
Review, analyze, and interpret various financial documents and reports, recommending solutions to difficult and complex problems.
Conduct counseling, identify employee training needs and schedule/approve leave for subordinates.
Provide ongoing mentoring, direction, advice and instruction on all work-related and administrative matters.
Develop performance standards and measure performance of subordinates.
Plan work to be accomplished by employees, establish priorities, deadlines and work schedules.
Provide professional development as well as formal and informal counseling to employees in order to improve their workplace performance and
to correct poor workplace behavior/performance.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires a Noncritical-Sensitive (NCS) and Secret Access Level clearance.
- This position requires travel to other duty locations approximately 10% of the time.
- This position may require the incumbent to participate in Chemical Accident/Incident Response and Assistance (CAIRA) situations and serve on teams dedicated to controlling CAIRA situations after being trained for the particular duty involved.

Minimum Qualifications
Specialized Experience: One year of specialized experience which includes in-depth knowledge of the Automated Time Attendance and Production System (ATAAPS) or comparable time and attendance system sufficient to serve as System Administrator; knowledge of the Government Travel Charge Card (GTCC) program sufficient to administer the GTCC program; knowledge of the Joint Travel Regulation(JTR) sufficient to assist and advise personnel on matters related to civilian CONUS permanent duty travel (PDT)/permanent change of station(PCS); knowledge of budget development and execution principles and practices; in-depth knowledge and proficiency using the Defense Travel System (DTS); in-depth knowledge of and proficiency developing, maintaining, and administering management control programs that ensure funds, property, and other resources are safeguarded against waste, loss, unauthorized use, or misappropriation.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11 or above.
