About the Position: This position supervises a staff of civilian employees and is responsible for a full range of manpower, force structure, and internal reporting management duties.
Duties
Responsible for the supervision of operational areas to include communication, tasking, training, mentoring, oversight, and accountability of members within the department.

Serves as the subject matter expert (SME) responsible for full range of manpower and force management functions
Performs staffing analysis based upon workload, funding, support requirements, etc.
Supports and implements DOD and Army-wide requirements determination programs coordinated with AMC, JMC, and installation customers.
Recommends the distribution of manpower authorizations/allocations based upon workload requirements, higher headquarters guidance, available funding, etc. Supports the Position Management Review Program.
Conducts, leads, or participates in studies relating to manpower topics; reviews and provides input to proposed concept plans; develops and implements BGAD plans and generates command input and responses to Total Army Analysis (TAA) tasking.
Responsible for reporting monthly manpower utilization and analysis of utilization trends and their impact on expenses.
Revises, plans, guides, and evaluates the development and implementation of manpower management systems for agency-wide application.
Responsible for the development, coordination and negotiation of Memorandums of Understanding (MOU), Memorandum of Agreement (MOA) and Interservice Support Agreements (ISA) in support of Blue Grass Army Depot mission.
Requirements
- May be required, if qualified, to participate in Chemical accident/Incident Response and Assistant (CAIRA) situations and serve on teams dedicated to controlling CAIRA situations after being trained for particular duty involved.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position requires SECRET Clearance.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08), upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
- This position requires the incumbent to possess, or acquire FMC02-Financial Management Level 2 certification within one year of occupying this position.

Specialized Experience: One year of specialized experience which includes: 1) performing staff analysis based upon workload, funding, support requirements, etc.; 2) Recommending the distribution of manpower authorizations/allocations based upon workload requirements, higher headquarters guidance, available funding; 3) Directing and/or facilitating manpower surveys; 4) Negotiating support agreements with representatives from internal/external government commands/agencies; 5) Evaluating the development and implementation of manpower management systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11.
