About the Position: Serves as a Management Analyst with responsibility for collecting, consolidating, analyzing, verifying and producing reports on a wide variety of statistical data related to civilian personnel matters. Serves as the point of contact for all directorates on civilian personnel actions.
Duties
Monitors and coordinates timely completion of performance plans, periodic reviews, and appraisal preparation within the organization.
Creates reports monthly, quarterly, annually, or as needed in response to requests using Microsoft Office programs, web-based software, and automated databases.
Maintains personnel databases and spreadsheets.
Reviews hiring actions and packages to ensure compliance with policies, determines methods for increasing efficiency and effectiveness of program operations.
Works closely with Resource Management personnel and the Civilian Personnel Advisory Center in effecting a variety of personnel actions including awards and recognition programs.
Develops and maintains various administrative directives involving personnel management.
Produces PowerPoint presentations and briefing documentation.
Provides training to management and other administrative support staff on their role in supporting personnel management functions in both one-on-one and briefing settings.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance.
- This position requires a valid driver's license.

Specialized Experience: One year of specialized experience which includes: Providing manpower management studies and developing plans outlining areas with special emphasis and making administrative decisions. Producing reports on a wide variety of statistical data related to civilian personnel matters. Providing guidance and implementing requested actions to resolve problems. Assisting with a performance appraisal system. Providing assistance regarding submission of personnel actions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
