This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14.
You will serve as the Portfolio Business Analyst in the Combat Systems Readiness Division (Code DN30) of the Naval Surface Warfare Center Dahlgren Division, Dam Neck Activity (NSWCDD DNA).
Duties
You will manage the business activities for the Combat Systems Readiness (DN30) Portfolio ensuring the requisite business execution rigor is in place at the Portfolio level and report to the Combat Systems Readiness Division Head.
You will ensure fiduciary targets are met and provide alternatives and make recommendations for funding options.
You will ensure decomposition of Portfolio level plans to the Program level and provides training and guidance to the respective Program financial managers to ensure execution to the Program plan.
You will lead the Portfolios team of multiple government and contractor Business Analysts (BA) and Business Financial Managers (BFM) overseeing
a Portfolio in excess of $80 million.
You will act as the primary business and financial interface with the Departments Business Operations for Portfolio financial matters and
procurements.
You will develop Portfolio reports to compile data, gather metrics, and analyze the data including funding profiles, execution trends, and resource
allocation in support of developing life cycle cost analyses of programs/projects.
You will lead the Portfolios business financial management efforts related to direct sponsor funding, task/cost planning, and financial reporting using processes, tools, policies, and procedures to provide technical and administrative support.
You will facilitate budget development and submittal, accept or reject incoming funding documents, and assign funds to network activities based on the Portfolios budget.
You will manage government planned labor and nonlabor in comparison to actual costs.
You will initiate funding to government and contractor agencies for services and materials.
You will coordinate fiscal year close-out and start-up, and keep up to date with changes and revisions in Division and DoD financial management policies and procedures.
You will create Task Planning Sheets (TPS), build budgeting structures within the Navy Enterprise Resource Planning System (ERP), and establish and maintain budget plans.
You will perform continuing analyses of efficiency, cost effectiveness, schedule adherence, and other key parameters of the programs' progress and success.
You will lead the development of the Portfolio cost estimates to support the acquisition process.
You will provide guidance, training, mentoring, and leadership for Program BAs and BFMs within the Portfolio.
You will produce and/or present financial and business status reports and briefs utilizing corporate and enterprise financial systems.
You will perform analysis of future portfolio/programs to identify funding requirements.
You will oversee the financial planning and execution processes for the Portfolio and provide guidance and assistance to Program BAs.
You will oversee the Cost of Direct Support (CODS) management and financial data calls.
You will define the Portfolios Reimbursable Authority (RA), Carryover (CO) requirements, and oversight of execution during the fiscal year.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-4 pay band (GS-11 and GS-12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying analytical and evaluative methods to perform business management or financial management for technical projects.
