You will serve as a PROGRAM ANALYST in the CONTRACTING OFFICE of PEO UNMANNED AND SMALL COMBATANTS. This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15.

Duties

You will review execution strategies and performance. You will communicate with Contracting Officers, Finance Offices, end users, and senior leadership. You will conduct document writing for programmatic and contracting actions. You will travel nationwide in support of programmatic and contracting actions. You will conduct video teleconferences (VTC) in support of programmatic and contracting actions. You will deliver briefings to senior leadership in support of programmatic efforts. You will conduct strategic planning with end users to develop programmatic and contracting strategies. You will advise on a wide variety of interrelated subject matter, that can include financial, contractual, programmatic, or other program office focus areas, requiring ability to correlate and corroborate information into reports and records. You will analyze and evaluate effectiveness of program requirements throughout the lifecycle.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • MSP/PPP applicants must currently hold the required security clearance.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band NH-03 (GS-13) or grade level in the federal service or equivalent experience in the private or public sector analyzing or evaluating programmatic, financial, or contractual requirements to support a ships test and evaluation program.
