You will serve as a MANAGEMENT AND PROGRAM ANALYSIS OFFICER of SURFCOMSYSTRNCMD HAMPTON ROADS.
Duties
You will design operations analysis tools for evaluating tactical range training operations
You will analyze performance measures to recommend policy or process changes for surface warfare.
You will analyze surface warfare program portfolios to evaluate their effectiveness in achieving surface warfighting objectives.

- The incumbent must be able to obtain and maintain a Top Secret/Sensitive Compartmented information (TS/SCI) security clearance as a condition of employment.
- This is a drug testing position, and the incumbent will be subjected to random drug testing.
- Opportunities to conduct training exercises on-board US Navy ships may arise to refine and retain tactical currency. The duration of an underway for these training evolutions can vary and is subject to supervisor approval.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Expertise in the tactical employment of a deployed ship in the area of SUW combat operations in connection with the numbered fleet Commander's plan concerning surface ship operations. 2) Knowledge of a wide range of training methods, techniques, and tools, to include knowledge of educational developments in the field used to design and develop training course and materials, evaluate training programs, and/or complete various special projects. 3) Perform surface ship and SUW aircraft coordinated operations and strike warfare conducted to support Strike Group operations and numbered fleet Maritime Operations Center level planning. 4) Utilize operational planning and decision-making, including development and execution of both standing and standup plans, integration of planning process with normal shipboard routines, post-event critiques and application of resulting lessons learned, and keen understanding of risk and methods available to mitigate it. 5) Establish training methods, techniques, and tools to design and develop training courses and materials, evaluate training programs, and/or complete special projects
