About the Position: Announcement will be used to fill a Program Analyst (FMS), NH-0343-03, position. This position resides at the JPEO-CBRND Headquarters under the Assistant JPEO for Strategic Engagements (AJPEO - SE). Selected applicant will report directly to the Director of International Programs. The NH-03 pay band encompasses grades 12-13 under the General Schedule (GS) system.
Duties
Serves as a Foreign Military Sales (FMS) Program Analyst responsible for the management of FMS projects, engagements, and risk management.
Partners with Geographic Combatant Commands (GCC), other Government Agencies, and Partner Nations to provide expert knowledge of Partner Nation requirements to meet desired FMS and Security Assistance (SA) outcomes.
Responsible for developing, coordinating, and managing FMS projects in compliance with established legislation, policies, procedures, and country funding ceilings.
Tracks FMS program execution, milestones, and strategic impacts to ensure SA programs for assigned countries are performed effectively and responsibly.
Participates in procurement planning, contract management, and acquisition for FMS activities across the materiel spectrum of the JPEO-CBRND Enterprise.
Develops briefings, reports, executive summaries, and other documents required by JPEO-CBRND leadership, USASAC, and other relevant stakeholders.
Communicates with a wide range of customers on all aspects of FMS programs with respect to status, statutes, regulations, policy, and procedures.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.

- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at the Practitioner level in the Acquisition Career Field Program Management within 60 months of entrance on duty.
- The duties of this position require submission of, on an annual basis, OGE 450, Confidential Financial Disclosure Report.
- Business travel required up to 25% of the time.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This is a DoD Security Cooperation Workforce (SCW) position. Selectee must be certified at the Intermediate level in the Acquisition Management area of consideration or be able to obtain certification within 36 months.

Specialized Experience: One year of specialized experience is defined as: 1) Managing Foreign Military Sales (FMS) programs according to Army and DOD regulatory guidelines; 2) Providing technical advice on Security Assistance Programs to DoD senior leaders and representatives from Partner Nations. 3) Analyzing FMS requirements to identify potential problems and mitigate risk. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02)/GS-11.
