This position is located within the Office of Information Security (OIS) service line under the Office of Information Technology (OIT). OIS manages VA's cybersecurity program to protect Veteran data and VA information systems. Delivers enterprise-wide strategy, policy, governance, and network defense through collaboration with VA and OIT.
Duties
Conduct research and evaluates technical and all-source intelligence to develop in-depth analysis and assessment on threats to systems, critical networks and critical infrastructure.
Monitor and report validated threat activity.
Prepare assessments and cyber threat profiles of current events based on research using classified and open source information.
Support all aspects of the intelligence lifecycle (e.g., plan, collect, evaluate, assess, report).
Perform post-event analysis and produce technical intelligence reports for users, senior officials, and other customers
Use data collected from a variety of cyber defense tools to analyze events that occur for the purpose of mitigating threats
Work Schedule: Monday - Friday 6:30am - 3pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/09/2024.
You must meet both the Basic Requirement and the Specialized Experience to qualify for this series as described below.
BASIC REQUIREMENT
Applicants must have IT-related experience demonstrating each of the four competencies listed below at a proficiency level equivalent to the next lower grade level in federal service.

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

SPECIALIZED EXPERIENCE REQUIREMENTS
In addition to the basic requirement, a qualified candidate's online application and resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:
GS-13: You must have one year of specialized experience equivalent to the next lower grade (GS-12). Specialized experience for this position is defined as experience in IT cybersecurity analytics principles and methods, and information security processes and techniques required to sufficiently perform host-based and network-based forensic traffic and artifact analysis, sensor monitoring, advanced analysis for indicators of compromise and cybersecurity threat hunting methodologies.
