You will serve as a QUALITY ASSURANCE SPECIALIST in the WELD PROGRAMS AND NONDESTRUCTIVE TESTING (NDT) DIVISION of SOUTHWEST REGIONAL MAINTENANCE CENTER. Duties

You will be responsible for monitoring and assessing quality and execution, analyzing problems, and leading improvement in the Navy’s NDT program You will be responsible for the review and approval process of contractor submitted Process Control Procedures ensuring all technical and quality requirements are met in a manner supporting the project team's production schedule. You will respond to inquiries from engineering, maintenance teams, and contractor QA representatives in regard to material assessment as well as recommended repair actions on complex critical systems. You will conduct investigations to analyze and resolve critical issues affecting ship’s critical structure, machinery, and piping systems. You will establish inspection requirements for locally generated Controlled Work Packages (CWP), Formal Work Packages (FWP), Welding Instructions, and review of work specifications that will be executed by contractors You will maintain training, qualification, certification, and oversight records for NDT personnel in an auditable manner You will oversee, certify and confirm contractor performed work conforms to contract and NAVSEA requirements. You will develop and maintain local inspection procedures for NDT inspection personnel. You will be responsible for all aspects of oversight of Welding, Brazing, and NDT performed in ship maintenance and repair as performed by government personnel as well as contractors. You will assist in implementing the command's Contract Administration Quality Assurance Program (CAQAP) to confirm that contractor performed work conforms to contract and NAVSEA requirements. You will maintain Level III certification in accordance with T9074-AS-GIB-010/271 in Visual (VT), Dye Penetrant (PT), and Magnetic Particle (MT) surface inspection methods as well as Ultrasonic (UT) or Radiographic (RT) volumetric inspection methods.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This is a bargaining unit position.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • You will need to be willing and able to work onboard ships.
  • You will be required to climb on ladders and scaffolding.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: experience utilizing expertise of Nondestructive Testing (NDT) quality assurance or certification principles, practices or methodologies to analyze quality data, and identify areas of concern and improvement to ensure organizational mission and objectives are met. Must have experience in project planning, coordination, or execution.
