Duties
The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As a/an PROGRAM ANALYST (Management Liaison Officer), you will:
Provide direct support to compliance and legal staff on the utility and reliability of available data, and the design of appropriate analyses and criteria to test major allegations. Develop plans and resource requirements to perform such analyses.
Perform analyses using techniques, which may include the analysis of variance and covariance, multiple regression and correlation models, and factor analysis.
Manage a wide range of project activities which may include statistical analysis of trends in civil rights compliance and patterns of discrimination, report writing, application of computer software packages for handling large data bases, and the development of technical approaches for making such data relevant to the FHEO decision making processes.
Serve as the Regional Office liaison between Headquarters and the Regional Office Director in developing, implementing and reporting Management Plan goals and accomplishments for FHEO activities at both the Regional Office and FHEO Center levels.
Serve as the Regional Office outreach coordinator, responsible for outreach to minorities, civil
rights, community organizations and individuals.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-14, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes:
-Utilizing and analyzing databases and spreadsheets to gather data on civil rights laws in order to perform analysis, provide advice and guidance; AND
-Interpreting and applying statutes and regulations to resolve fair housing and civil rights issues in housing.
Specialized Experience: For the GS-13, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
-Evaluating and analyzing program issuances or protocols for their impact on fair housing and civil rights related program requirements; AND
-Interpreting and applying statutes and regulations to resolve fair housing and civil rights issues in housing; AND
-Consulting with and providing technical assistance and direct support on civil rights and fair housing requirements.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14 you must have been at the GS-13 level for 52 weeks.
For the GS-13 you must have been at the GS-12 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
