You will serve as the Deputy Chief of Staff for Manpower and Mobilization (N1) for the Commander, Naval Information Force Reserve (COMNAVIFORES), responsible for Naval Reserve manpower management and having nationwide responsibility for the management of 8100 Information Warfare Community (IWC) reserve billets, 156 IWC reserve units, and 175 full-time support (FTS) military and civilian billets. This position is located in Fort Worth, Texas.
Duties
You will have superior knowledge of Naval Reserve manpower management and reserve policy development and implementation.
You will have expertise in preparing and delivering oral and written communications and briefs and strong experience in developing subordinates and personal accountability.
You will author NAVIFORES manpower and mobilization instructions and notices.
You will monitor and/or generate Manpower Change Requests for HQ and NIFR Regions to reflect leadership desires relative to Active Duty and TAR billet requirements.
You will maintain oversight of personnel actions (RPAs) via DCPDS/TWMS for NAVIFORES civilian employees nationwide.
You will make decisions that impact the resources (people, budget, materials) of the work unit and ensure the technical quality and timeliness of the work produced by employees in the unit.

- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.

- This position requires a periodic polygraph examination.
- This position may require a 2-year DCIPS trial period requirement.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Incumbent may work weeks other than Monday-Friday.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as the following: 1) Representing the command on various manpower-related issues at the OPNAV, COMNAVRESFOR, BUPERS, Naval Intelligence Activity (NIA), and other Active Component Commands staff levels, providing briefings and status reports on all aspects of reserve manpower management, mobilization, and end-strength issues; 2) Overseeing reserve Information Warfare Community (IWC) officer and enlisted assignments, and serving as the IWC Community Manager for reserve IWC officer and enlisted personnel in accordance with organizational standards; 3) Working with budget programmers and comptrollers to justify current and future manpower requirements as part of the Planning, Programming, Budgeting and Execution (PPBE) process to improve operational efficiency; 4) Conducting manpower data analysis in support of NAVIFORES leadership decision making, N1 process improvement, and informing other department heads with regards to departmental training.
