This position is located in the Department of Housing and Urban Development, Office of the Chief Financial Officer.
Duties
As a Management Analyst, you will:
Assist management by performing expert level research, analysis and presentation of labor issues in support of management's labor relations responsibilities.
Analyze, research, evaluate, develop, and implement policies, programs and operations and advise the Deputy Chief Financial Officer and Administrative Officer (lead representative at Union and labor relations meetings and negotiations) on sensitive and confidential union and labor relations issues and their relationship to financial and operational programs.
Advise and assist the Deputy in determining legislative, labor relations, or other related policy/program intent and resolving major policy issues.
Apply comprehensive and expert knowledge of analytical and evaluative methods and a thorough knowledge of how regulatory programs are administered combined with in depth knowledge of administrative and labor laws, policies, regulations and precedents to evaluate and address questions related to labor agreements, implementation, impact or integration with myriad complex important public programs designed, administered and resourced by OCFO and the Department.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-15 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes:
Analyzing and advising on travel policies and procedures; AND
Providing technical guidance on travel issues involving multiple stakeholders; AND
Serving as an advisor for a travel management system.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15 you must have been at the GS-14 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
