This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command. It is in the Professional Work Category at the Developmental Work Level within the CES Occupational Structure. It is located in the DISA DCSC/JT INTEROPERABILITY TEST CMD Contracts Management Branch.

Duties

Execute the operations portion of the Government Purchase Card System. Perform cost analysis, financial and contract program planning, budgets and program costs analysis. Interact with other elements of DISA CONUS pertaining to these matters. Plan and coordinate the execution of purchase orders for equipment, supplies, and services for administrative purposes. Ensure effective and efficient use of funds. Advise on the effectiveness of program administration, status of suspense, problems, and recommending improvements. Participates in various acquisition activities needed to improve the program’s environment.

Qualifications

In order to qualify for this position, you must meet the requirements described below. Qualifying Experience: To qualify at the GG-07, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. For this position, qualifying experience is defined as: Assisting in organization financial programs and planning. To qualify at the GG-09, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Assisting in executing organization financial programs and initiatives. To qualify at the GG-11, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Coordinating and executing purchase orders for equipment, supplies, and services. Experience in performing budget analysis in the fields of acquisition and resource management; solving problems affecting organization functions and processes such as budget development, acquisitions, government credit card purchasing, and management of consumable supplies. Education

GG-07 (2-grade interval) Substitution of Education for Experience: One full year of graduate level education or Superior Academic Achievement may be substituted to meet the qualifying experience requirement. GG-9 Substitution of Education for Experience: Two full years of progressively higher-level graduate education, master's or equivalent graduate degree, may be substituted to meet the qualifying experience requirement. GG-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the qualifying experience requirement. To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the U.S. Department of Education.
