This position is located at the United States Department of Agriculture (USDA), in the Office of the Assistant Secretary for Civil Rights (OASCR), Center for Civil Rights Operations (CCRO),Mission Area Liaison Staff,.
The primary purpose of the position is to review equal opportunity, civil rights issues, and problems through fact-finding, problem analysis, and voluntary compliance programs to solve conventional problems.
Duties
Performs analytical, evaluative, and interpretive equal opportunity and civil rights work concerned with the application of civil rights and equal opportunity laws and regulations.
Reviews, analyzes, and solves equal opportunity and civil rights problems through fact-finding, problem analysis, negotiation, and voluntary compliance programs.
Conducts civil rights studies and discusses plans and potential illegal discrimination problem areas with officials having responsibility for policy and compliance functions.
Develops background and historical information in order to make management presentations related to recommendations.
Determines the need for and drafts written policies and procedures and reviews and recommends approval upon completion.
Works with top management officials to develop management plans for efficient and effective program implementation and administration.
Formulates and monitors the implementation of long-range program plans, goals, and objectives.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade:
Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
Specialized Experience:
At the GS-11: One year of specialized experience at or equivalent to the GS-09, or its non-Federal equivalent that includes experience performing liaison support duties related to equal opportunity or civil rights programs including performing analytical, evaluative, and interpretive work; evaluating an organization's equal opportunity or civil rights programs; preparing and reviewing written documents such as reports, briefings, talking points, or presentations; and recommending improvements to training plans and implementing equal opportunity and civil rights program processes.

Completion of Ph. D. or equivalent doctoral degree; or 3 full years of progressively higher-level graduate education leading to such a degree; or possession of a LL.M. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position. (Must submit transcripts).

At the GS-12: One year of specialized experience at or equivalent to the GS-11, or its non-Federal equivalent that includes experience serving as a liaison to equal opportunity or civil rights programs including performing analytical, evaluative, and interpretive work; evaluating an organization's equal opportunity or civil rights programs effectiveness and efficacy; preparing well written and thorough documents such as reports, high-level briefings, talking points, or presentations; implementing and improving operational plans, management initiatives, and establishing priorities for carrying out office activities; and developing training plans and facilitating the implementation of equal opportunity and civil rights program processes.
At the GS-13: One year of specialized experience at or equivalent to the GS-12, or its non-Federal equivalent that includes experience serving as a liaison to equal opportunity or civil rights programs such as performing analyses and studies of equal opportunity or civil rights issues; evaluating an organization's equal opportunity or civil rights programs effectiveness and efficacy and implementing long range plans; developing and reviewing well written and thorough documents such as reports, high-level briefings, talking points, or presentations; implementing and improving operational plans, management initiatives, and establishing priorities for carrying out office activities; leading training programs and developing training plans for use in online learning systems; and performing support work for contracts.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
