Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-09. For GS-11: Applicants must meet one of the following to qualify for the GS-11 level: One year of specialized experience that is in or directly related to this position that has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of this position. To be creditable the required specialized experience must have been equivalent to at least the GS-09 level in the Federal service. Examples of such experience may include: applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations; performing statistical analysis of organizational workload and processes, compiling reports, and providing recommendations on administrative programs; and participating in the development of procedures, techniques, and methods for diversified programs. **OR applicants may substitute successful completion of 3 years of progressively higher-level, directly related, graduate education or Ph.D. or equivalent doctoral degree (such as LLM, if related). (54 semester hours, 81 quarter hours, or the equivalent). **OR a combination of appropriate specialized experience (as described above) and graduate education (as described above) that is beyond the second year of progressive graduate study to meet the minimum qualifications requirements. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
