About the Position: This position is a senior staff analyst for management of Operations Division's Operation and Maintenance (O&M) multi-million dollar program. This is a permanent position located in Rock Island, IL.
Duties
Plan and assign work directly; and, at times, indirectly through higher-graded subordinates.
Set priorities and advise on program goals and objectives
Set performance standards and appraises work of employees.
Hear and resolve complaints from branch employees
Recommend branch level personnel actions for recruitment, reassignment, promotion, and classification, and make selections for vacant positions.
Recommend approval of expenses for regular training, within-grade increases, and for routine awards, overtime, and employee travel.
Develop resource management plans and objectives for assigned Operation and Maintenance Program.
Develop, maintain, and coordinate a responsive financial management program to assure availability of resources to meet established milestones and events for development and fielding of the O and M program.
Translate program estimates to objectives and budgets.
Review, analyze and evaluate accomplishment of overall program by review of reports, studies, projects, and information provided by staff members, support personnel, and other agencies.
Analyze requirements, coordinate, develop, defend and present data for major program reviews

Specialized Experience: One year of specialized experience which includes applying programming and/or budgeting policies, processes and analysis; or utilizing project management processes to prepare and defend budget submissions, review and coordinate cost estimates, track obligations and expenditures, allocate resources, monitor and evaluate project schedules, or execution of milestones and funding; or analyzing and recommending the utilization of available manpower, funding, materiel, and equipment; AND utilizing data content and output options for a variety of administrative or technical program applications, such as financial management systems and spreadsheet applications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
