You will serve as a PROGRAM ANALYST (RESERVE MANPOWER OFFICER) in the RESERVE PROGRAMS (N1R) of COMMANDER - NAVAL INSTALLATIONS.

Duties

You will review and evaluate the content of proposed, new and/or modified guidelines and directives to determine trends, predict situations and assess impact on mission-oriented programs and functions. You will exercise a high degree of initiative, judgment and discretion in interpreting and applying guidelines to the formulation, presentation, defense and evaluation of programs You will make decisions, interpret considerable data, plan the work, and refine the methods and techniques to be used. You will actively participate in conferences, meetings or briefings to present and defend the commands position on critical issues and may be required to develop viable alternatives or negotiate compromises to achieve resolution. You will manage approximately 4,800 reserve personnel positions (billets). You will be utilizing multiple information systems to manage both enlisted and officer reserve billets including MyNavyAssignment (MNA), Total Force Manpower Management System (TFMMS), and Navy Reserve Management Module (NRRM). You will be utilizing multiple information systems to manage both enlisted and officer reserve billets including Reserve Force Manpower Tools (RFMT) and Fleet Training Management and Planning System (FLTMPS).

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) applying qualitative and quantitative measures to evaluate the status of mission changes to determine the cost benefits of alternative actions involving the programs managed; 2) developing new practices, techniques, and methods to the complex and dynamic environment of BSO manpower management; 3) managing program requirements. budgetary constraints, regulatory limitations, and agency policy; and 4) Utilizing problem solving skills to meet organizational needs.
